Equal Ability CIC with Maggie Winchcombe Consulting, University of Leeds and future inclusion ltd completed research for the Department of Health (DH) in autumn 2007. The research mapped user led organisations (ULOs) in England and assessed their readiness to meet the target of a user led organisation modelled on existing Centres for Independent Living (CILs) in every locality by 2010.
